I am assuming that there is no hardware failure. If so, then the two simplest things you can do are:

1) review the memory size and increase to at least 1GB. cheapest way to improve performance
2) reinstall Windows so that all Malware and Spyware are removed.

For me, I run a program called CCleaner which removes all sort of crap and also unused files left behind by past programs.

Hope this works. :D

for cheaper yet time comsuming method,
can try go scan for infected files using Ad aware and malwareantibyte
after all has been clean, do disk defrag using Auslogics Disk Defrag

if you are experiencing hangs.... look out for clogged heatsinks.
could be heat. (includes ur vid card fan and heatsink) common for gamers to run into jammed video caard fans.

inspect all capacitors especially near pci slots and the ones neghbouring the cpu. if bloated .. ur m/b is deemed unstable.

nevertheless... swap to proper power supply before u begin the more sensitive testing.
test memory using a progrm like memtest86 to look out for faulty ram modules.

age of pc? do u have inbuilt graphics? if u do run on ur inbuilt to troublesoot. if its smoth without ur current graphics card ... then youve gt ur answer.

i think most properly...trojan or virus attack ur pc thats why it hang and laggy...
and also adware and spyware will made ur pc laggy too...
so try use anti-virus scan and scan ur pc...

Getting a new Lappy is cheap nowadays.
PC show coming again 11-14 of June i think, can get good deals with tonnes of free gifts there.

Toshiba - day to day lappy, original chip set, tough enough (i own 1, 2 yrs still running good)
Acer - Good and cheap Lappy, but tend to have overheating problem. Heat element is not very well designed.
Asus - Good performance PC. Good for gaming.
Dell - Good and cheap too. But spec are normally average. Above avg one are normally quite ex.

My 2 cents worth of comments.
