[Brake vacuum] is it normal?

is it normal when u switch of the engine, after maybe 15-20 minutes, u try to pump the brakes and realised the the brake pedal already stiffened?

if im not wrong supposed to be able to be depressed a few times before it will stiffened

afternoon booked the servicing with kah motor for tomorrow, i told him about this but he reply me with "but civics so far dun have this problem... '
