I don't own a City, but I think your problem is not unique to City... I've had the same problems in my previous cars. It's generally due to fungus/bacteria growing in part of the aircon system, more likely at the aircon filter (if yours come with it) or the evaporator coils (the "radiator" inside the glove box).
You can do the following:
1.) Turn OFF your a/c switch (you don't need cold air for this), turn the temp switch to MAX temp (RED all the way), blast your fan speed to the MAX. I usually don't let the outside air in (like what you did above) since I want maximum heat. But you probably need to open your window if you don't want to get heat stroke

& then drive like this for 20 minutes. The heat will kill the bacteria in the air circulating system. You may need to do this a few times to get better result.
2.) Change the aircon filter.
3.) Go to aircon guys, & get them to chemically clean the evaporator coils, about $70-$100.
