Road noise - rear wheel well

Hi,
I just got my Civic yesterday; it is a very enjoyable and comfortable car.
One thing I found is that while sitting in the front, the car is very quiet, even when on the road as road noise are well insulated.
Sitting as a passenger, however, is a different story. The road noise at the rear passenger seat is significantly louder (I believe I am not being picky).
I checked and knock around the rear wheel well and surprise -- it seems to be made of some kind of fibre wood?! Curious, I checked on the front wheel well as well, and found that is of a different material, but definitely not fibre material.
This is the first time I am owning a Honda. Is this the norm? Does the wheel well need to be replaced after a while (before the 10 year COE expiry)? Or there are some after market mod that can change this and at the same time add sound insulation.
