need advise

what exactly did you replace on the power steering system?
any component can fail... pump also can fail. even if you renew fluid, the pump itself may be experiencing problem...
the timing belt for the power steering ... pulleys, parts, etc can also fail or start to fail
or simply the belt not install properly and tension properly also can cause buzzing sound...
go to a good mechanic to 'troubleshoot'

Headache leh ... don't know want to change new tyres only or change to 17" with new tyres.

If you want the best of both worlds, get 2 sets of tyres and wheels... one for comfort/fuel economy/ bash rim and the other for sport/grip and lightweight rim
Dun expect a tyre to be comfortable, sporty, quiet, grippy and fuel saving... such tyres don't exist yet.
