whine sound

Hi all need help car have a whine sound but when head light is on the sound would either go away or get softer what could be wrong

Might be the fan belt, last time I also have this whine sound and suspected the fan belt , in the end the pervious mechanic didn't tighten it properly. Use fan belt lubricant and tighten back. Everything is fine now. Hope this helps.
