Fuel filter

What is the sole function of the fuel filter?
How frequent do we need to change the fuel filter?

It is a filter in the fuel line to screens out rust particles and dirt from the fuel. If i remember correctly, according to Kah Motor they list it in the major servicings (every 40000KM) siss and bros out there pls correct me if wrong, thanks :D

Might get very dirty if always pump from our neighbour.
May affect the fuel delivery pressure n flow rate.
Fuel pump got to work harder for these.

sometimes when i apply the throttle, the feeling is something "choke, petrol not feeding". IS this sympton fuel pump or fuel filter ?? i have difficulty starting car on cold mornings, crank is strong but difficult to start.
