Help: Steering Wheel Vibration

Is ist normal for my steering wheel to vibrate when braking while moving >90km/h?

Never feel like this until recently for my 4 year old civic

If it's not normal what could goes wrong?

General rule of thumb is

1. Steering wheel vibrates while running greater than 80km/h = front wheel balancing required

2. Steering wheel vibrates while braking to a stop = braking system problem i.e. front brake disc / pads

i had similar problem...my front disc rotor was worn so sent to workshop for ginding now all perfect.... :)
