Steering wheel problem

Hi all, like to ask if anyone of guys had experienced similar problem . I drive a 2006 honda ODC
When my car engine is switched on and stationary , there is no sound when I turn the steering wheel.but when it's on the move, then to gives out a roaming sound when turn the steering. I had just change both the lower arms.
