air con only cold at "LO" temperature

Hi everyone, i would like to get advise on what could be causing the problem I am having with my aircon. Basically it only gives cold air when the temperature is set to LO (lowest temperature). Once i turn the knob to "19" degrees c, only hot air is blown.

btw, i am driving civic fd4 (1.6L).
this problem started after i went to workshop to have my head unit replaced.

could it be because the electronics setting for the air con is reset due to the whole center panel being disconnected during changing of the head unit?

when i turn knob to go to "19" deg C, I noticed the air con compressor "turned off".
when i turn knob back to "LO", can feel the compressor kick in again.

pls pls pls advise what could be the issue here...
